With the World Bank recently downgrading South Africa’s 2020 economic growth forecast from 1.5% to 0.9%, the 2020 Budget Speech, due to be delivered on 26 February 2020, will be the first key indicator for the country’s consumers and investors of what to expect in the year ahead.

With an already strained taxpayer base to consider, Minister of Finance, Tito Mboweni, is going to be under significant pressure to develop a fiscal strategy that can contain South Africa’s rising national debt, while also finding a means of turning around the country’s floundering state-owned enterprises (SOEs).
